Policy:

Responsibility:
The Personnel Department has been assigned the responsibility of ensuring that all phases of personnel administration are in harmony with this policy. The responsibility for administering and complying with this policy has been delegated to the department heads with respect to employees within their jurisdiction.

The hospital policy of employment opportunity must prevail throughout every aspect of the employment relationship, including recruitment, selection, placement, training, compensation, promotion, transfer, layoff, recall, and termination.

Advancement:
Advancement is and shall be based entirely on the individual's achievement, performance, ability, attitude, and potential for promotion. If at any time two people have identical qualifications as described above, length of employment would then be the determining factor.
